To vote, you must be:

  1. A United States citizen;
  2. 18 years of age or older on the date of the vote;
  3. A resident of the school district for at least 30 days prior to vote day;
  4. A registered voter.

NOTE: You are considered registered to vote if you were (a) registered for the last preceding general election or (b) registered under permanent personal registration.



Any qualified voter, unable to vote in person on the day of the vote due to illness, physical disability, hospitalization, incarceration, or travel outside of the county/city of residence, may apply to vote by Absentee Ballot.

Per Education Law 2018-A(2)(e), any voter registered as ‘permanently disabled’ with the Broome County Board of Elections Office will be mailed an Absentee Ballot without having to apply.

TO APPLY BY MAIL, print the Application for Absentee Ballot, sign where indicated and mail (or deliver) the original to:

Completed Applications must be received by the District Clerk at least seven (7) days before the vote if the ballot is to be mailed to the voter, or the day before the vote -- if the ballot is to be issued to the voter in person.

Military voters, not currently registered, may apply to register as a qualified voter of the Binghamton City School District; however, this only registers you with the school district. If you wish to register as a Military Voter with your County or State Board of Elections, you must contact them directly. For Broome County Board of Elections, contact 607-778-2172.

An Application to Register as a Military Voter (with the school district only) may be requested from the District Clerk (phone: 607-762-8100 x319; email: [email protected]).

The original signed Application must be received by the Board Clerk 
no later than 14 days before the vote.

Military voters who are registered may elect to receive their Military Ballot Application and military ballot by mail, email, or facsimile. If no preference is selected (or the necessary fax number or email address is not provided), the District Clerk will transmit the Military Ballot Application or military ballot by mail to the military voter's district residence.

The military voter must return the original signed Military Ballot Application and military ballot by mail (or in person) to the District Clerk, 164 Hawley Street, Binghamton, NY 13901, regardless of how the absentee application or military ballot was received.

The District Clerk will transmit the military voter’s ballot (in accordance with the military voter’s preferred method of transmission; or, if no preference indicated, by mail to the voter's district residence) 
no later than 14 days before the vote.

The District Clerk must receive the military voter's original military ballot by mail (or in person) no later than 5pm on the date of the vote.
